(NYSE:EBS) announced today that its investigational anthrax vaccine, <a href="http://socialmedia.trademarkia.com/nuthrax-85139770.html">NuThrax<sup>TM</sup></a> (Anthrax Vaccine Adsorbed with CPG 7909 Adjuvant), has been granted <a href="http://en.wikipedia.org/wiki/FDA_Fast_Track_Development_Program">Fast Track Designation</a> by the U.S. Food and Drug Administration (FDA). The vaccine candidate, also known as AV7909, consists of BioThrax<sup>(R)</sup> (Anthrax Vaccine Adsorbed) in combination with a novel immunostimulatoryoligodeoxynucleotide compound, CPG 7909, and is currently being evaluated in a Phase 1b clinical trial for safety, tolerability, and immunogenicity. The FDA&#8217;s Fast Track Development Program provides for expedited regulatory review of drugs and biologics that treat serious or life threatening diseases and that demonstrate the potential to address unmet medical needs.</p>

(NYSE:EBS) announced that a joint delegation of Members of the <a href="http://www.europarl.europa.eu/parliament/public/staticDisplay.do;jsessionid=C9BF3D9E775604246C560DAE43EF188F.node2?id=146">European Parliament</a> (MEPs) and representatives from the <a href="http://investing.businessweek.com/research/stocks/private/snapshot.asp?privcapId=47021049">Oxford-Emergent Tuberculosis Consortium</a> (OETC) today visited the trial site where MVA85A, the world’s most  clinically advanced tuberculosis (TB) vaccine candidate in development,  is being studied in a Phase IIb infant efficacy clinical trial. This  clinical trial in Worcester, South Africa is being conducted by the <a href="http://www.satvi.uct.ac.za/">University of Cape Town’s South African Tuberculosis Vaccine Initiative</a> (SATVI), in partnership with OETC and <a href="http://www.aeras.org/home/home.php">Aeras</a>.</p>

			<content:encoded><![CDATA[<p>ROCKVILLE, Md., Jan 25, 2011 (BUSINESS WIRE) — Emergent BioSolutions  Inc. (NYSE: EBS) today announced the initiation of a Phase Ib/II study  (16201) of TRU-016 for <a href="https://health.google.com/health/ref/Chronic+lymphocytic+leukemia+%28CLL%29">chronic lymphocytic leukemia (CLL</a>).  TRU-016 is a CD37-directed Small Modular ImmunoPharmaceutical  (SMIP(TM)) protein therapeutic in development for the treatment of  B-cell malignancies. TRU-016 is being developed in collaboration with  Abbott.</p>
<p>The open-label, multi-center, active-controlled study is expected to  enroll up to 114 bendamustine-naïve patients with a confirmed diagnosis  of relapsed CLL and who have failed up to three previous treatments. The  Phase Ib portion of the study will determine a safe and tolerable dose  of TRU-016 in combination with bendamustine in up to 14 patients with  relapsed CLL. The primary endpoint for the Phase Ib portion is the  incidence of dose-limiting toxicities.</p>
<p>The Phase II portion of the study will evaluate the safety and  efficacy of TRU-016 in combination with bendamustine compared with  standalone bendamustine treatment in a total of 100 randomized patients.  The primary endpoint for the Phase II portion of the study is an  overall response rate as defined by <a href="http://scholar.google.com/scholar?q=2008+International+Workshop+on+Chronic+Lymphocytic+Leukemia&amp;hl=en&amp;as_sdt=0&amp;as_vis=1&amp;oi=scholart">2008 International Workshop on Chronic Lymphocytic Leukemia</a> (IWCLL) criteria. Secondary endpoints include complete and partial response rates as defined by the 1996 <a href="http://www.cancer.gov/">National Cancer Institute</a> (NCI) criteria, progression-free survival, duration of response, and improvement in quality of life and disease symptoms.</p>
<p>The pharmacokinetics and pharmacodynamics of TRU-016 will be studied in both phases of the study.</p>
<p>“Given the strong TRU-016 preclinical combination data, and the  positive clinical results from the single agent dose escalation study,  we believe human clinical evaluation of TRU-016 in combination with  bendamustine could yield meaningful results,” said Dr. W. <p>In December 2010, data were presented at the 52<sup>nd</sup> Annual Meeting of the <a href="http://www.hematology.org/">American Society of Hematology</a> (ASH) from a Phase I TRU-016 monotherapy, dose escalation trial  involving 57 patients who have had a median of four previous therapies  and a median of two prior anti-CD20 therapies. Of the 57 patients, 46%  received their last treatment for CLL less than 6 months before entering  the study. Genomic data were available for 53 patients, the majority of  which (n=35) had high-risk genomic features for CLL, including del(17p)  and/or del(11q).</p>
<p>Pharmacokinetic data demonstrated rapid clearance of TRU-016 in the  lower dose cohorts. Accumulation was seen in the 3mg/kg TIW and 6mg/kg  weekly and higher cohorts. Patients in the 3 mg/kg TIW cohort (n=8)  generally maintained serum concentrations of 10 g/ml during treatment.  Partial response was observed in seven patients, including two patients  with the del(17p) genomic risk factor. The median reduction in absolute  lymphocyte count was 73% in those patients with lymphocytosis at  baseline. The responses, all partial responses, were observed in  patients who had received 1 – 2 prior therapies (n=16) for an overall  response rate of 44% (n=7) with a median reduction in lymphocytes of 80%  in this population. No responses were observed in patients who had  received prior treatment with three or more therapies (n=41), although a  median reduction in lymphocytes of 54% was observed in these patients.  The median reduction in lymphocytes regardless of baseline lymphocyte  count or the number of prior therapies was 60%.</p>
<p>The most commonly reported adverse events were nausea, fatigue,  diarrhea, chills, pyrexia, and neutropenia. Serious adverse events  occurring in more than one patient were pneumonia, febrile neutropenia,  infusion reaction, pyrexia and dyspnea. A maximum tolerated dose has not  yet been reached. <p>According to the <a href="http://www.lls.org/hm_lls">Leukemia &amp; Lymphoma Society</a>,  there are approximately 85,710 people in the U.S. living with CLL, and  more than 15,000 new cases are diagnosed each year. Existing treatments  for CLL have shown significant efficacy in treating indolent B-cell  cancers. However, research suggests that many patients do not achieve an  initial response and most eventually relapse, which suggests an acute  need for differentiated treatments.</p>

<p>Fuad El-Hibri has lived in all sorts of exotic locales, working for Citicorp in Saudi Arabia, consulting for <a href="http://www.boozallen.com/">Booz Allen Hamilton </a>in Indonesia and establishing mobile telecommunications businesses in Russia, Venezuela and El Salvador.</p>
<p>But getting started in his current position as chief executive of Rockville-based pharmaceutical company <a href="http://www.emergentbiosolutions.com/">Emergent BioSolutions</a> took him to a far more mundane location. It was at a public auction in  Lansing, Mich., in 1998 that El-Hibri offered a $25 million package of  cash and commitments to privatize a government facility that was  producing an anthrax vaccine.</p>
<p>Since then, he’s built what is now known as Emergent into a local  pharmaceutical company that posted earnings of $31.1 million last year.</p>
<p>El-Hibri took an unusual path into the industry, spending much of his  career in telecommunications. Born to a Lebanese father and German  mother, he split his childhood between Lebanon and Germany before  attending <a href="http://www.stanford.edu/">Stanford University</a>. El-Hibri quickly moved on to a graduate degree, heading to <a href="http://www.mba.yale.edu/">Yale’s business school</a>.</p>
<p>Though he wanted to start his own business, El-Hibri wanted to gain  experience first. After marrying, he and his wife moved to Saudi Arabia  so El-Hibri could work for Citicorp. After several years, he moved to  consulting giant Booz Allen Hamilton and spent about three years in  Jakarta, Indonesia. In one instance, he helped a state-owned petroleum  company in Malaysia open up mini-convenience stores alongside its gas  stations.</p>
<p>By the late 1980s, El-Hibri was ready to return to the United States,  where he opened his own Potomac-based consulting firm. He quickly began  working with the Moscow City Telephone Network and helped the company  build and implement a mobile telecommunications network that’s still in  use today. Partnering with his father — who had worked in  telecommunications — El-Hibri eventually sold his interest in the firm  and reinvested in a Venezuelan mobile network. He repeated the work in  El Salvador.</p>
<p>What made El-Hibri different from other entrepreneurs was his  interest in not just making money but also integrating the business into  the local economy, said Brian Kim, whose company invested with El-Hibri  in both his Venezuelan and El Salvadoran enterprises.</p>
<p>“He had a real sense that the company had [to do] something else —  other than creating value for its shareholders,” Kim said. “He took a  very local approach.”</p>
<p>Not long after, El-Hibri got involved with a business venture to sell  $50 million worth of anthrax vaccine to the Saudi Arabian government,  which was worried about its troops. He immediately took an interest in  the field, and, after leading a management buyout of a biotechnology  firm in Britain, El-Hibri set out to purchase the only facility  producing a <a href="http://www.fda.gov/">Food and Drug Administration</a>-licensed anthrax vaccine in the United States.</p>
<p>He headed to Lansing, where the governor had announced the state  would privatize its facility, which also had a licensed rabies vaccine,  among others. El-Hibri and his partners submitted the winning bid and  began renovating the facility, which was relicensed in 2001.</p>
<p>Emergent, which has its corporate headquarters in Rockville, soon  added locations, which now extend from Seattle to Munich to Singapore.  Best known for its anthrax vaccine, for which it received in July a  contract worth up to $107 million, Emergent is also working on a  pandemic flu vaccine and a tuberculosis vaccine.</p>
<p>The most recent contract, from the Department of Health and Human  Services Office of the Biomedical Advanced Research and Development  Authority, is meant to ready the vaccine for large-scale manufacture.</p>
<p>But El-Hibri doesn’t plan to end his career with pharmaceuticals and  said he’d next like to work in the environmental field. (In 2001,  El-Hibri launched the <a href="http://www.elhibrifoundation.org/">El-Hibri Charitable Foundation</a>, which focuses on interfaith dialogue and peace education.)</p>
<p>Roberto Smith-Perera, a former minister of transport and  communications in Venezuela who partnered with El-Hibri on both the  Venezuelan and El Salvadoran cellular businesses, credited El-Hibri’s  geographically and culturally diverse background with teaching him how  to handle virtually any kind of business.</p>
<p>He’s the kind of person “that specializes in not . . . being a  specialist,” said Smith-Perera. “He’s the ultimate project developer.”</p>

(NYSE:EBS) today announced the initiation of a Phase I clinical  trial for NuThrax<sup>TM</sup> (Anthrax Vaccine Adsorbed with CPG 7909  Adjuvant), also known as AV7909, with the dosing of the first subject.  The product candidate, a third generation vaccine being developed as  part of Emergent’s anthrax franchise, consists of BioThrax<sup>(R)</sup> (Anthrax Vaccine Adsorbed) in combination with a novel immunostimulatory compound, CPG 7909.</p>

<p>The <a href="http://www.vilcek.org/">Vilcek Foundation</a> was  established in 2000 by Jan and Marica Vilcek, immigrants from the  former  Czechoslovakia.  The Foundation was established with the aim of  raising  public awareness around immigrants’ contributions to the  sciences,  arts, and culture in the United States.  The Foundation’s  mission was  inspired by the couple’s careers in science and art, as  well as their  personal experiences and appreciation for the  opportunities given to  them as newcomers to the United States.  The  Foundation showcases  immigrant artists and performers in their New York  gallery, awards the  annual Vilcek Prizes, and sponsors numerous events  such as the Santa Fe  Opera and Hawaii International Film Festival.</p>

<p>In addition to his accomplishments in the business world, El-Hibri founded the <a href="http://www.elhibrifoundation.org/board.html">El-Hibri Charitable Foundation</a> in 2001 in honor of his father, Ibrahim El-Hibri. The Foundation annually awards the <a href="http://www.elhibriprize.org/prize.html">El-Hibri Peace Education Prize</a> to peace educators. It also funds other programs aligned with its four   part mission statement promoting Peace Education, Interfaith Dialogue,   Humanitarian Aid, and Social Justice.</p>
<p>El-Hibri credits much of his success in the business and   philanthropic world to his immigrant background. He was raised in   Europe, North Africa, and the Middle East but always knew he wanted to   attend college in the United States.  After being accepted to Stanford   that dream became a reality. After completing his undergraduate degree   at Stanford he received his Master’s degree from <a href="http://mba.yale.edu/alumni/alumni_profiles/el_hibrif.shtml">Yale</a>. This international background instilled in El-Hibri the desire to   encourage dialogue between different cultures which in 2007 lead to the   annual El-Hibri Prize for Peace Education.</p>

(NYSE:EBS) announced today that it has signed a  contract, valued at up to $186.6 million, with the Biomedical Advanced  Research and Development Authority (BARDA) of the Department of Health  and Human Services (HHS), for the development of a recombinant  protective antigen (rPA) anthrax vaccine.  This five year cost plus  fixed fee development contract consists of a two-year base period of  performance valued at approximately $51 million, three successive  one-year option periods valued at approximately $126 million and funding  for optional non-clinical studies valued at approximately $9 million.</p>

<p style="text-align: left;"><strong>ROCKVILLE, Md., Sep 01, 2010</strong> –Emergent BioSolutions Inc. (NYSE:EBS) announced today that it has  signed a contract valued at up to $28.7 million with the National  Institute of Allergy and Infectious Diseases (NIAID), an institute  within the National Institutes of Health (NIH), for advanced development  of the company’s third generation anthrax vaccine candidate. The award  of this contract increases to over $58 million the total potential  development funding from NIAID for this product. This product candidate,  one of two third generation vaccines being developed as part of  Emergent’s anthrax franchise, consists of BioThrax(R) (Anthrax Vaccine  Adsorbed) in combination with a novel immunostimulatory compound, CPG  7909 (VaxImmuneTM).</p>
<p>“Emergent applauds the U.S. government’s commitment to protecting the  nation against biological threats by supporting critical development of  advanced vaccine and therapeutic candidates,” said Daniel J.  Abdun-Nabi, president and chief operating officer of Emergent  BioSolutions. “We believe our vaccine candidate addresses key criteria  established by the government for a third generation anthrax vaccine. If  successfully developed, we believe this product would strengthen the  government’s portfolio of biodefense medical countermeasures.”</p>
<p>This four-year development contract consists of a two-year base,  valued at $9.1 million, and milestone-based options that if exercised,  would increase the total contract value to up to $28.7 million. The base  contract will fund activities related to manufacturing and stability  studies of Phase II clinical trial lots, process characterization and  assay validation, and clinical trial preparation. The milestone-based  options include continued stability testing of Phase II clinical trial  lots and a clinical study to evaluate safety and immunogenicity of the  product candidate. The Phase II clinical trial is anticipated to begin  in the first quarter of 2012, with preliminary data expected to be  available in the second half of 2012.</p>
<p>This new contract was awarded to expand the development efforts being  conducted under a Biomedical Advanced Research and Development  Authority (BARDA)/NIAID contract awarded in September 2008, which  provides for funding of up to $29.7 million. Thus, with this new  contract, the potential funding from the U.S. government for this third  generation anthrax vaccine candidate increases to over $58 million.</p>

(NYSE:EBS) announced today that it is revising upwards its 2010  annual guidance to now reflect anticipated total revenues of $275 to  $300 million and net income of $40 to $50 million.  Of the anticipated  total revenues of $275 to $300 million, $165 to $190 million is expected  to be recognized in the second half of 2010.  This revised forecast  does not reflect or incorporate any revenue impact from a possible  development contract for the company’s rPA vaccine candidate. (NYSE:EBS) today held a  ribbon cutting ceremony, led   by Governor Martin O’Malley and <a href="http://www.emergentbiosolutions.com/">Fuad El-Hibri</a>,  Emergent’s chairman and   chief executive officer, to mark the formal opening of  Emergent   Manufacturing Operations Baltimore.  Emergent’s new facility  consists   of 56,000 square feet of manufacturing and office space, and includes    multiple manufacturing suites designed to support clinical and   commercial  manufacture of the company’s rPA, anthrax monoclonal, and   tuberculosis product  candidates, among others.</p>
<p>“The  Baltimore  facility symbolizes Emergent’s continued investment   in manufacturing as one of  its core competencies and competitive   advantages,” said Mr. El-Hibri.  “It  is also a testament to Emergent’s   commitment to the State of Maryland, where we are  proud to be a key   contributor to economic development and job growth.”</p>

<p>Emergent BioSolutions Inc. (NYSE:EBS) announced today that it has  signed a contract valued at up to $107 million with the Office of the  Biomedical Advanced Research and Development Authority (BARDA) of the  Department of Health and Human Services (HHS), to develop and obtain  regulatory approval for large-scale manufacturing of BioThrax<sup>(R)</sup> (Anthrax Vaccine Adsorbed) in Building 55. Building 55 is the company’s  large-scale state-of-the-art vaccine manufacturing facility in Lansing,  Michigan.</p>

<p>This cost plus fixed fee development contract has a total value of  $107 million and consists of a two-year base period of performance  valued at $54.6 million and three option years that, if exercised by  BARDA, would increase the contract value to up to $107 million. Under  the contract, the company anticipates recognizing revenues of up to $10  million and pretax earnings of up to $5 million during the second half  of 2010. A substantial majority of the value of the $107 million  contract will be realized in the first three years of performance (July  2010 to July 2013), assuming exercise of the first option year.</p>
<p>The contract award is based on a technical proposal provided to BARDA  that projects an annual large-scale manufacturing capacity of 26  million doses in Building 55. This is a significant increase from the  company’s current capacity of approximately 7-8 million doses per annum.</p>
<p>The company has developed a comprehensive plan to demonstrate  comparability between the current manufacturing process and the  large-scale manufacturing process for BioThrax. The contract will fund  activities related to process validation, assay validation, fill/finish,  and if required, non-clinical and clinical studies. The plan also  includes regulatory activities in support of the submission to FDA of a  supplemental Biologics License Application (sBLA) for BioThrax at the  expanded scale. The company expects to begin manufacturing consistency  lots as early as the fourth quarter of 2011.</p>
<p>Emergent has invested significant resources in Building 55, which has  been designed to manufacture up to 25 to 30 million doses of BioThrax  as currently configured, and is expandable by adding a second  manufacturing train that would double annual capacity, based on demand.  This is aligned with the company’s core strategy to enhance its  manufacturing capabilities to meet the increasing government demand for  anthrax vaccines for inclusion in the SNS.</p>
<p>The company also continues to enhance the attractiveness of BioThrax  as a significant component of the SNS, most recently through FDA  approval of extended shelf life to four years. In addition, based on  data from a seven-year study by the Centers for Disease Control and  Prevention, the company has submitted to FDA an sBLA to further reduce  the BioThrax vaccination schedule to three doses within six months with  triennial booster vaccinations. <p>The most  common (&gt;10%) local (injection-site) adverse reactions  observed in clinical  studies were tenderness, pain, erythema and arm  motion limitation. The most  common (&gt;5%) systemic adverse reactions  were muscle aches, fatigue and  headache. <p style="text-align: justify;">Awarded the Ernst and Young prize for Entrepreneur of the year 2009 in the Technology category for the Greater Washington region last June, <a href="http://www.linkedin.com/in/fuadelhibri">Fuad El-Hibri</a> is the CEO of Emergent Biosolutions, an American company that supplies the anthrax vaccine to the American government. He is in line for the national E&amp;Y 2009 prize, which will be awarded on November 14 in California.</p>
<p style="text-align: justify;">He is a tall, imposing and smiling man. He has the assurance of those who are proud of their career and the modesty of those who attribute their success to the staff around them. He has just won the Ernst and Young prize for Entrepreneur of the year 2009 in the Technology category for the Greater Washington region. This prize rewards over 15 years in the biopharmaceutical industry, ten of which have been dedicated to Emergent Biosolutions, the company that supplies the only anthrax vaccine approved by the American government’s powerful Food and Drug Administration (FDA). Fuad El-Hibri landed in biopharmaceuticals somewhat by chance and somewhat by interest. He defines himself as “an entrepreneur in spirit” and, before dedicating himself to biopharmaceuticals, he had already created and sold various telecommunications companies in Russia, Venezuela and El Salvador. In the early 90s, this German native, born to a Lebanese father and a German mother, and who had spent time in the banking industry (Citibank) and consultant (BoozAllen &amp; Hamilton), joins Porton Product, a biotechnology company located in the United Kingdom. There he plays a predominant role in marketing and sales of biodefense vaccines to foreign governments. Hibri is, in particular, a key man behind the purchase by Saudi Arabia of anthrax vaccines during the first Gulf war. This is where he maintains he gained his insight into the magnitude of the need for medical solutions to combat bioterrorism. In 1994, he organized the buy-back of Porton Products by its managers, before reselling his shares in 1996 (the price is not known).</p>
<p>In 1998, an opportunity opened up for him to buy BioThrax in competitive bidding, the only anti-anthrax vaccine approved by the Food and Drug Administration, until then owned by the State of Michigan. So he creates BioPort, obtains American nationality . in 1999, wins the bidding (approximately 24 million dollars) and finds himself at the head of a company with 170 employees, and develops a product: BioThrax.</p>
<p>Hibri has in fact the advantage of a monopoly situation since he is the only supplier of the American government who buys millions of doses of BioThrax per year from him to vaccinate its servicemen and to maintain a stock in case of bioterrorist attack. A situation which fuels all the controversies, as proved by the frenzied comments posted on the Internet.</p>
<p>Once BioPort is consolidated, and to diversify his portfolio, Hibri buys several biotechnology companies. In 2003, BioPort buys Antex, an American company working on the development of a vaccine against chlamydia. In 2005, the company, which in the meantime has become Emergent Biosolutions, acquired Microscience, an English company which had invested in research on hepatitis B and typhoid. In 2006, it purchased VIVACS, a German company specialized in research on the influenza vaccine. In 2008, it does a joint venture with Oxford University (among others) to develop a vaccine against tuberculosis.</p>
<p>Today, Emergent is at the head of a developing portfolio of vaccines and treatments against seven diseases which could bring in “hundreds of millions of dollars per year” when the products are on the market, according to Hibri. Four of these should be on the market within four to seven years. Most of these products have the specific feature of only requiring two technologies that the company has: a technology for vaccines given orally and another for vaccines administered by injection. “Which leads to major synergies enabling substantial cost savings to be made,” explains Hibri. But Emergent is in direct competition with large pharmaceutical laboratories such as Sanofi, Novartis and Roche on the development of these treatments and vaccines, of more commercial use than BioThrax. Furthermore, even with anthrax, Emergent will probably have to face competition from other biotechnology laboratories, like PharmAthene and Cangene, who are currently in the development phase of vaccines and treatment against the bacterium. In the meantime, to meet increasing demand from the American government, and that of other foreign governments who fill out its client portfolio, Emergent has recently invested in its BioThrax production capacity: it has gone from a capacity of three million doses per year to eight million and is currently validating a new factory in Michigan which can produce up to 40 million doses per year.</p>
<p>Today, eleven years after acquiring BioThrax, the latter, still provides the bulk of the company’s turnover (178.6 million dollars in 2008), the other part coming from development contracts with the government and revenue granted by public or private funds.</p>
<p>Anthrax</p>
<p>Anthrax is an infectious disease caused by the spore-forming bacterium Bacillus anthracis.</p>
<p>Anthrax most commonly occurs in wild and domestic animals but it can also occur in humans when they are exposed to infected animals or tissue from infected animals.</p>
<p>The disease is transmitted by spores, or contaminated hide, but not from human to human. Cultivation of the bacterium and spores are relatively easy in a laboratory, which makes it an ideal biological weapon.</p>
<p>The company has 600 employees and has been quoted on the New York stock exchange since 2006, with a capitalization of 500 million dollars. Hibri, his family and his management staff keep control of the company with over half of the capital. Emergent has a presence in the United States, United Kingdom, Singapore, China and Germany. And for seven years, between 2000 and 2007, it has experienced uninterrupted growth.</p>
<p>This is partially why the E&amp;Y prize was awarded to Hibri. Other criteria were also taken into account: his ability to inspire his staff, who, he himself acknowledges are “dedicated and motivated”; and his philanthropic involvement in numerous charity organizations, among which the El-Hibri Charitable Foundation, created by his father, that among other things finances the Dar Al-Aytam orphanage in Lebanon.<br />

<p style="text-align: justify;">BARDA canceled the RFP for the procurement for rPA vaccines after a technical evaluation panel determined that no proposals submitted by vaccine developers could meet the ProjectBioShield statutory requirement of having the product ready for licensure within eight years.</p>
<p style="text-align: justify;">An amendment issued by BARDA to BAA 09-34 at the same time, however, enable companies to submit proposals to obtain development funding for rPA vaccine candidates, which Emergent has been strongly encouraged to do by BARDA.</p>
<p style="text-align: justify;">Emergent plans to submit its proposal to the BAA by the end of this year, in front of the due date of February 1, 2010 for the proposals.</p>
<p style="text-align: justify;">This announcement also does not impact Emergent&#8217;s $400 million procurement with the Centers for Disease Control and Prevention to manufacture and deliver 14.5 million doses of BioThrax for the Strategic National Stockpile.</p>
<p style="text-align: justify;">“With this action, BioThrax remains a critical and long-term countermeasure for the US government,” Fuad El-Hibri, chairman and chief executive officer of Emergent BioSolutions, said. “In addition, based upon encouragement by the USG, we believe our rPA vaccine is well-positioned to obtain a development contract under this BAA.  Our anthrax franchise solidifies Emergent as a leader in the development and supply of anthrax medical countermeasures.”</p>
<p style="text-align: justify;">BioThrax is currently being delivered under this contract with an expected completion of deliveries by September 2011. BioThrax is the only FDA licensed vaccine for the prevention of anthrax diseases.</p>
<p style="text-align: justify;">“We believe that BioThrax will remain a premier product based on its recent enhancements, such as four-year dating, a reduced vaccination schedule and intramuscular route of administration, together with the potential for a further reduction in the vaccination schedule to a 3-dose primary series with a 3-year boost,&#8221; Daniel J.Abdun-Nabi, president and chief operating officer of Emergent BioSolutions, said. &#8220;BioThrax continues to be the product of choice for the USG and other customers seeking to address the anthrax threat.”</p>
<p style="text-align: justify;">BARDA and Emergent are also in separate talks for a contract that would see BARDAA fund scale-up and related activities to obtain FDA licensure for large-scale production of BioThrax at Emergent&#8217;s new 50,000-square-foot Lansing, Mich., manufacturing facility.</p>
<p style="text-align: justify;">&#8220;I am proud that Lansing remains home to America&#8217;s first line of defense against what experts say is the single biggest bioterror threat, anthrax,&#8221; U.S. Rep. Mike Rogers, MI-08, said. &#8220;The good news about the cancellation of this particular proposal is HHS recommitted itself to the Lansing-made anthrax vaccine and has opened a new proposal for a next-generation anthrax vaccine for which Emergent has indicated it will compete.</p>

<p style="text-align: justify;">Key news developments will affect shares of these two companies who help meet the critical needs of the United States and its allies by developing and commercializing medical countermeasures against biological and chemical weapons.</p>
<p style="text-align: justify;">The two companies which waited until late after hours on Monday to announce that the Biomedical Research and Development Authority had informed them of some negative news.</p>
<p style="text-align: justify;">After hours on Monday, PharmAthene, Inc. (NYSE Amex: PIP) a biodefense company specializing in the development and commercialization of medical countermeasures against chemical and biological threats, announced that the Department of Health and Human Services Biomedical Research and Development Authority (BARDA) has canceled its request for proposal (RFP) for Recombinant Protective Antigen Anthrax Vaccine for the Strategic National Stockpile (RFP BARDA 08-15).</p>
<p style="text-align: justify;">PharmAthene was informed of BARDA&#8217;s decision during a meeting late Monday afternoon with BARDA representatives.  BARDA issued a press release after the close of the securities markets announcing that it will cancel RFP BARDA 08-15 because it did not believe vaccine developers submitting proposals in response to the request for proposal (RFP) could have product ready for FDA licensure within 8 years.</p>

<p style="text-align: justify;">Emergent BioSolutions Inc. (NYSE:EBS) announced today that it has been advised by the Office of the Biomedical Advanced Research and Development Authority (BARDA) that the Request for Proposal (RFP) for the procurement of rPA vaccines has been cancelled in favor of a Broad Agency Announcement (BAA) for rPA vaccine development. According to BARDA officials, BARDA took this action after a technical evaluation panel determined that none of the vaccine developers submitting proposals could meet the Project BioShield statutory requirement of having a product ready for licensure within 8 years.</p>
<p style="text-align: justify;">Simultaneously, BARDA issued an amendment to BAA 09-34 to enable companies to submit proposals to obtain development funding for rPA vaccine candidates. The due date for all proposals is February 1, 2010. During a meeting with company officials today, BARDA strongly encouraged Emergent to submit a proposal to this BAA. Emergent intends to submit its proposal by the end of this year.</p>
<p style="text-align: justify;">While the decision by BARDA has no impact on the company’s $400 million procurement contract with the Centers for Disease Control and Prevention (CDC) for the manufacture and delivery of 14.5 million doses of BioThrax® into the Strategic National Stockpile (SNS). Investors are still likely to react negatively to the news.</p>
